Iowa will win both of these duals pretty handily. Duals are about matchups, and Penn St just doesn't match up well. The only chance they have is if Davis gets a pin(possible) and Bubba beats Metcalf(certainly not as likely, but still possible) and the rest of the team stays off of their back. Iowa will still have to wrestle well, because a slip up at 84 or 25 could cost em, I just don't think it will happen having watched PSU up close, they have a keep the score low wrestling style.
